Are you thinking of the window decoration, or the windows themselves?
As for the windows, you could enable the trailfocus plugin for compiz in ccsm.
For the window decoration, you would have to alter a theme through the emerald theme manager.
The clearlooks theme that comes with Ubuntu makes the frames transparent.
My question, though, are there themes that already have window contents transition to semi-transparent when window focus events happen elsewhere.
I'm just :) stinking lazy enough that I was hoping someone else had already worked this out :) .

As far as I know there are no themes that do this. If your using compiz though, like I said, the trailfocus plugin will make inactive windows transparent.

Is there a metacity theme for window border like yours?
Not that I know of. There is the default metacity for ClearlooksRevamp, but it's not exactly the same. I have no idea how to theme metacity. :)
