It's just a screenshot. If you read his message, that's what he says. Hopefully either he (or someone else) will make it into a full theme, or release it if it isn't just a mock up.
The buttons don't seem to fit very naturally in their places at the top of the window. Also, perhaps you could make the buttons fit the dark colorscheme instead of using OS X style colors. ;)
