It is a gtkrc file with the colors and it calls ubuntulooks to draw stuff, hence if you want to use this file you need ubuntulooks else it will now load correctly, and that's what I meant when I said "uses ubuntulooks", some gtk themes out there don't state what engines they require...

Seems to me like it's using more than just an engine... basically the only modification seems to be replacing a #XXXXXX color value?
