Description: I decided to use 2 different colors for the Themes and both should be customizeable. I have used the tooltip background color set point to select the second color. In this example it is pink.
I made the theme with ubuntu 10.04 beta and there the murrine-engine git version is already installed. You can find a prebuilt package here:

I very much hope, that this helped. I cannot understand why compiling does not worked.
Another possibility may be, that the gtkrc Theme File is corrupt. I hope it is not so, but if you want to check it, do this:
> select the Theme in the gnome-appearance dialog
> open the terminal
> start any programm, which uses gtk, e.g gedit
> the terminal tells, where the gtkrc has an error
> now you can correct it
However, I am pretty sure, that the file, I have uploaded here, is not corrupt.
If the reason for a not working theme is the gtkrc file - just tell me, I will correct it.
What a surprise - I dont like the Aurora and Clearlooks engine - I prefer Murrine, but maybe you cant see it on the screenshot, but I have used options, which are not available for the other engines e.g. the 2 color progressbar and the GTKEntry gradient.
I hope you are not angry, but it is impossible to port the Theme without losing the characteristics of it.

Engine, the one engine everybody needs to have - murrine git, dude.
What if someone likes the theme but not the engine you choose for? Could you made a theme based on Clearlooks engine? Or Aurora?
