if you want to apply a brushed metal effect using gimp try this (only for the background image, not for text.)
1. filters > noise > noisify...
in the options set 10 to all settings;
2. filters > blur > guassian blur...
in the options set 20 and 0;
if you use linux
blur is the first effect in the filters section, and guassian blur is the second effect in the blur section.
select guassian blur (IIR)

there is a problem.. I have got the german version of gimp and I don't find blur and guassian blur
