it's made with GIMP. You start with a black background image and go to filters>render>nature>flame. Click on edit and change the values as you prefer, For this, i used a flame type "popcorn". Click on OK and add a neu layer with the color gradient you like and invert the colors of the gradient. Set the layer to soft light and merge the layers. After that, invert the colors again so that tha background is white and the flame is the golors of your gradient. You can play with it as you like.
