no, of course, it doesn't depends on the electronic or weapons - they are quite similar now, it depends on the pilot. There was an exercise in India, US airforce (F15, F16) vs India one (Su-30 (Su-27 modification), MiG-29, MiG-21). Indian pilots usually has more practice than American: 300 hours vs 250 of American, and Indian won most of the dogfights. Of course, AWACS was used, as well as Indian analogue.
Well, all arguements considered, I only need to mention one aircraft:- F-22 Raptor Stealth.

f15 and МиГ-29 (MiG-29) is not a competitors. f15 should be compared with Су-27 (Su-27) (and its derivatives). Actually, f15 is just a big piece of heavy iron, and sucks.
