This is not a cloud, this is Aerosol!
Actually, all clouds, by definition, are aerosols.
I mean this kind of Aerosol: http://downloads.climatescience.gov/sap/sap2-3/sap2-3-final-report-all.pdf
These are not artificially induced particulate aerosols, but a small part of a large cirrus formation that arrived over the Willamette Valley in Western Oregon, from the west and the Pacific Ocean, on July 29, 2010.
