Well, you select a rectangular section with clouds, then copy&paste as transparent selection. This section will make the "lines" of each letter. Then you simply rotate as you paste and connect all the "lines" to make up the K, then the D and finally the E, flipping and mirroring the selection to be pasted gives it a more random look. At the end a smudge effect is applied to soften the straight edges and mimic random clouds on those edges.
