Tested in the latest Archlinux OS using icewm-1.3.8-1, xfce4-10.2-1 No gnome apps, No gtk3.
If you like the start/menu icon and are using a different panel/taskbar than IceWm, for example: Xfce4panel, Lxdepanel etc. I have placed it at ~/2ndLooks/gtk-2.0/Panel folder.
Right click on your start/menu icon >Select > properties and link to above location to change your icon.Last changelog:

This particular look has been sloshing around in the back of my head, for a long time. I have 3 or 4 themes, sitting here, unsubmitted, I consider failed attempts at this style.
I am more than pleased with this
theme and kinda astonished this
look could come from such a small
gtk theme file.
