Well, that is done by Xfce's compositor. You need to have a compositing manager like the one you see in my screenshots, or you can try XGL for ultimate eye-candy :D
The bg[ACTIVE] controls the color of the inactive tabs, please change it to another color since it draws unfocused tabs with a bad one...

What metacity theme is it ? and what is the font that you used in the screenshot ?
The metacity theme is Gilouche-OB, a squared version of the Gilouche metacity theme. And, the font is Dejavu Sans Book 9

2 is not clearlooks default roundness, it's 3. :) (on the comment of the gtkrc)

since the latest update (0.3) the scrollbars in firefox are messed up. the trough is now blue. in other applications they are fine though.
