will this be in KDE 4.0 by default or is it going to be 4.1 material? (of course, you can view this question as a "get it in KDE!" request)

you need kde4 and cmake of course mkdir build cd build cmake ../ make make install

What programs, besides Kopete, would use global emoticon settings? Kmail?
Maybe, some IRC clients?
konversation use emoticons theme, but it's not a global settings like icon or style because there isn't an emoticon api in kdelibs for now
