BTW, myself tough, I have removed the line : image x=0 y=0 path="bg.png" from the theme so that there isn't a whitish transparent background on it .

You can get it everywhere on this site. For example two lines down from my theme in the "latest"
That is Karamba weather applet with liquid theme.
So where do I get it? I can't find a download for the actual application?
What weather applet is that on your desktop?
