These icons are not a theme, so you'll just want to copy them to any folder where you can find them, preferrably /usr/share/pixmaps
Then when you change a program's icon you can just browse to the pixmaps folder and select the one you want.

Those icons are violating copyrights. They are made by a wndows user and are under copyright.
where did the other comments go? There was a link to the authors website.
I am kinda new at this. I like these icons. How do I install them? When I try the drag and drop into themes I get an "Invalid format" warning.
