This is a "fullscreen" splash screen. The archive contains versions for the resolutions 1024x768, 1280x1024 and 1600x1200.

It features the Kool.Gorilla icons that where originally created by Jakub "Jimmac" Steiner. You can find the KDE theme created by systemx on KDE-Look.org: http://www.kde-look.org/content/show.php?content=7264
