Description: Okay, if this only works when you test, but it doesn't work when you login, and goes to default, here's what you do: Go to either /usr/kde/3.4/share/apps/ksplash/Themes/ or ../opt/kde/share/apps/ksplash/Themes/ and move your default to your desktop. Rename it something such as KDE, and move it back. Then, add this splash-screen, and apply. There's no reason it won't work now. Feedback requested. Thank you! :-D
i've corrected the theme.rc file, it works without a problem. tested on kde 3.4. i don't have a space on the web, so if u want that file drop me an email.

I had the same problem and I figured out that you have to remove the default splash screen's files in order to be able to load new screens.
Usually they are located at /usr/kde/3.4/share/apps/ksplash/Themes/
find "default" and rm it :)
