Seriously, I didn't see any restrictions on the use of images from the site where i got it from. If you know different about the site feel free to let me know
Fistly, if the site "where [you] got it from" doesn't mention any "restrictions", then you should assume the material is copyrighted with all rights reserved. No notice is legally required for works to be considered under copyright protection.
Secondly, Yaba's point was about the license with which this image is being distributed. Apparently, people don't realize what the GPL entails (or how it's not very ideal/applicable for static images). If you did somehow attain a Public Domain image of Carmen Electra (which I doubt) then you still are obligated under the terms of the GPL to distribute "source code" for your splash screen.
