Hye. I'm testing only in my KDE 3.5.3.
Install:
unpack archive "KDM-kubuntu_blue.tar.gz" into "/usr/share/apps/kdm/themes/"
edit "/etc/kde3/kdm/kdmrc" as root:
and edit line with parameter "theme" and paste new content = "/usr/share/apps/kdm/themes/KDM-kubuntu_blue"

I think KControl also allows u to select the splash screen. You just have to pick the .gz from in KControl as well... that werks
