copy the contents of the archive to /opt/kde3/share/apps/ksplash/Themes. Now you should have a folder called "SuSE-Splash-v1.0" in there as well.
Now open Control Center and go to Apperance & Themes and then to Splash Screen. Here you should be able to find the new splash, and apply it.

Great, really nice theme but.... where is the *.ktheme file in the archive ? I can't install this thing.... HELP :) !
