Go to your control center, then to appearance & themes, then styles, choose the Effects tab. Look for Menu Effect and choose Make Translucent. Finally, you choose the opacity in the "Menu opacity" bar I am using Kubuntu Breezy with kde beta2 so I dont know if it will be the same in your distribution.
