I never used Vista, so I couldn't say for sure. However, based on what I see, I don't see why not. It just seems to be a collection of Gadgets (Plasmoids) on the side that is always on top.
Not sure why a different extension would be needed though. Just put your desired plasmoids on the desktop, either use a top/bottom panel, or set the width, and enjoy.
That being said, one thing I cannot do is make plasmoids appear above windows. Or at least, I can't figure out how to do it. I can't seem to make it happen from the Window Manager settings, and I can't find anything in the documentation that suggests it could be done. This seems to be because Plasmoids are not handled by KWin but by some other system, probably Plasma Desktop, that doesn't provide any hooks (that I could find). If somebody knows differently, point me in the right direction and I will get to work :)
I think this preview https://github.com/pasiTech/P5K-emulate_sidebar/blob/master/previews/DifferentSidebars.gif really gives a strong display of what this script can do.
It shows sidebars on different sides with different widget sets based on the activity. It also shows putting a window into the sidebar area instead of a plasmoid. And, of course, since that is a window, you could set your own Window Manager settings, such as always on top, no titlebar, forced position/size, etc.
Really, with these features there isn't a lot you can't make happen.

This could probably be used to try to emulate the old Windows Vista sidebar feature? Do you think that's possible? Maybe as a different Extension
