Panel on Mint Cinnamon stays dark regardless of choosing the normal over the dark.
Taskbar/dock stays dark regardless of selection.

I am using Debian 9 32 bit , XFCE xfce4.12 How to install this theme ? thanks
you download and extract to ~/.themes, then open appearance settings and select the theme from the list. Note: there's no Xfwm theme yet, but you can use Windows 10's one, it shouldn't look too much out of place
