This is a very small steampunk icon set whose primary purpose was to make Enlightenment File Manager, PCManFM, SpaceFM and Thunar look a little more similar to each other on my i3 and Enlightenment e25 steampunk setup (https://www.pling.com/p/2088047/). Previously, each file manager used a completely different set of navigation arrows and/or folders.

It probably won't work as a standalone icon set unless you have a very minimal setup, but it can easily be used in conjunction with other similar icon sets. Just remember to add the dependencies inside the index.theme file, "Inherits=" line (Inherits=1st_icon_set,2nd_icon_set) and refresh the icon cache afterwards.
