Added the "kfmclient copy" instead of "cp" changes made by Jan Schäfer. This allows us to install .desktop files from within a tar-ball, and also works with all other kio's.

Changed the way this action decides where to put the Action/Web Shortcut. We now use kde-config --prefix instaed of the $KDEDIR variable. This should fix systems without the variable set.
Thanks to Luke for the tip.
Make use of Icon= to give an icon in the service menu.
Use kdialog to show confirmation of installed services.

Combine this with the edit as root thingy & you have two very handy actions! This is the kind of thing that keeps me using KDE in preference to the others. Thank you very much.
OK, so where does one put this? I've got the file open in kate and it looks clean, so I'll use it. I click on it (currently sitting on my desktop, untarred) and KDE tells me (quote) "[...] has no Type=... entry" in a window that is entitled "Error". Next? A bit of a README would be nice. Thanx, though. Great idea, don't get me wrong, but a bit more then "it will install itself" would be handy. $ uname -a Linux aragorn 2.4.25-gentoo #3 Tue Mar 23 07:43:18 EST 2004 i686 Intel(R) Pentium(R) 4 CPU 2.40GHz GenuineIntel GNU/Linux and the last sync/update was last night. I'm about as current as you can get (minus the kernel upgrade - that's not gone so well thus far... -)
Right click the file, goto actions > Install Action. It works on itself and will install itself for you as stated above.
I still cannot install this :( I get no install option when right clicking and selecting actions. KDE 3.3 here on Debian unstable.

Funny that you ask, but actually the .desktop will actually install itself. When looking at the service menus for any .desktop the actions that are provided by the file will work for the file. This works on any of the service menus, so actually this one will install itself.
