I've noticed that you've been posting a lot of other people's work from the wincustomize site on here. Please keep in mind that if you don't specifically ask and obtain the permission of the author, you can't slap the GPL license on it.
I can't find anywhere on the wincustomize site where they mention anything about licensing. In that case, I would assume that the author holds all rights to the artwork. And if the author holds all rights to the artwork then you would have to resolve any licensing issues with them. This means that it's probably not OK to post them here without the authors express permission. You would also have to discuss what license to release the work under with the author.

I specifically state that the work is from other and mention the author, the homepage and the source of the work. Which license should I use?.
